For any one curious:

This does not work if you have the actual Mario Kart Wii WBFS file on your Drive.

You have to remove it, and replace it with this one instead, in order to play the custom Tracks.

@Dytonic - I used Wii Backup Manager to convert to ISO, then the "WiiID" app to alter game name and ID, then back to Wii Backup Manager to put it onto my HDD for the Wii. Bit of a pain, but nice once done!
